Groups in Moodle can be created one by one using the Create groups manually option. While this option gives a lot of flexibility on individual group names, it is time consuming, and does not automatically populate any of the Groups with students.
This method of creating Group is most useful when using the Group Choice activity to Allow Students to Put Themselves in a Group.
Note: Self-enrollment keys can be used with groups so self-enrolled participants are automatically assigned to specific groups.
