The vice president (VP) for IT has been charged with "ensuring strategic and operational excellence of both academic and administrative information technology systems at the University of Minnesota." Because the VP lacks direct supervisory responsibility for non-central IT staff, a "dotted line" reporting relationship has been implemented between the VP for IT and unit IT leads.
A dotted line is different from a "solid line." The unit IT lead still reports to the unit executive (his or her dean, VP, etc.), but the VP for IT uses the dotted line to do the following:
- Provide input into the performance management of unit IT leaders as relates to alignment and standardization, compliance with IT security policy and practice, etc.
- Provide input into the performance management of unit IT Leaders via unit executives.
- Provide input to the provost and dean for unit IT budget proposals as part of the annual compact process.
